Request for Proposal: Development of Policy Framework Options for Clean Hydrogen Demand Aggregation in Washington State and the Pacific Northwest
The Pacific Northwest Hydrogen Association (PNWH2) is soliciting proposals for a contractor to develop policy framework options for clean hydrogen demand aggregation in Washington State and the Pacific Northwest as detailed in the attached Request for Proposal.
Any award issued will be a Service Agreement with the Pacific Northwest Hydrogen Association (PNWH2). It is strongly recommended that interested firms review the RFP documents thoroughly. If, after reviewing the RFP, you determine the work is within your ability and you have an interest in submitting a response, please complete and return by email the attachment, “Acknowledgement of Request for Proposal” Form.
All sections and completed documents are required for the proposals to be determined responsive to this RFP. ALL PROPOSALS MUST BE RECEIVED BY 5:00 PM PST ON FRIDAY, DECEMBER 18, 2026.
